1. Call to order
Anderson called meeting to order at 10:02 am.
2. Team Larway team status
Anderson reviewed the situation background, including Team Larway’s need to
choose between World Championships, with their Nationals team, and the men’s
NQ, with their Olympic-eligible team (without Olympic-ineligible player Greg
Romaniuk). The team chose to attend Worlds, but has indicated through their
representative, that they may grieve, after Worlds, a USCA decision that
prevented them from playing at both competitions. The USCA had received a
proposal for compromise, offered by USOC Ombudsman John Ruger. The proposal is
to expand the men’s Olympic Trials field to eight men’s teams, with seven
teams qualifying from the Duluth men’s NQ (Team Brown makes eight). The
seventh place NQ team would play off with Team Larway in the fall for the eighth
Trials berth. The USOC must approve any change to the USCA’s 2002 Team
Selection Procedure. Extensive discussion followed, including a discussion of
grounds for grievances from other teams; a discussion of the arbitration
process; a discussion of impact of changes on the Trials draw and expenses; and
a discussion of the evolution of the final 2002 Selection Procedures.
Motion by Hatch, Fenson second, that the current USCA Selection Procedures stand. However, the NQ draw will be developed to permit the identification of two additional team places, in the event of arbitration, and an arbitrator decision that would direct a change, similar to that discussed above. Approved 5-3, with Swisshelm, Lowe and Maskel voting no.
2. Team Pottinger eligibility
Two members of Team Pottinger played in the Wisconsin Regional Qualifier without
being declared, in advance of the RQ, "on-track" to become U.S.
Citizens prior to the Olympic Trials, as required in the 2002 Olympic Team
Selection Procedures. The Wisconsin RQ chair had allowed the team to play in the
RQ, based on documents from the Immigration and Naturalization Service of the
type used by the USCA and USOC to evaluate "on-track" status. RQ
chairs had been advised by the national office that only four types of documents
could authorize citizenship: U.S. birth certificate, U.S. voter registration,
U.S. passport, or Certificate of Naturalization as a U.S. Citizen. The USCA is
waiting for a USOC decision as to this team's eligibility to compete in the
National Qualifier. There was extensive discussion of options. The committee
concluded that, if the team is declared ineligible, a reasonable decision would
be to select the next placed available team from the Wisconsin RQ.
Motion by Hatch, Fenson second, that if the USOC declares the Pottinger Team ineligible, that Wisconsin be directed to select the next ranked available team from its Regional Qualifier to fill the allocated spot at the men’s national qualifier. Approved unanimously.
3. Alaska athlete eligibility issue
An Alaska athlete had requested on-track status via a call to the USCA office on
March 9. There had been no need for an RQ in Alaska as only two teams applied
for two available spots. The USCA awaits a USOC decision on the athlete’s
eligibility. The committee’s consensus is that, pending the USOC decision, the
athlete’s team may add a 5th player to ensure it can compete in the
NQ whether or not the athlete is deemed eligible. Garber was directed to notify
the team accordingly.
4. WCF disabled curling
Lowe asked for a committee decision to commit to select a team for a World
Disabled Curling event to be held in 2002. No details were available regarding
funding. Anderson advised the committee that he had appointed Ann Brown to
research this subject, and Brown will report in full to the board in April. The
committee supports the principle of selecting a U.S team to compete in the World
Disabled Curling event.
